What is the ruling on an employee receiving a financial per diem for a business trip he does not undertake, with the knowledge of his manager?
It is not permissible to dispose of public funds without right, and the manager's knowledge does not make it permissible, for the manager does not have the right to dispose except with permission. Wasting public funds unjustly is forbidden by , and the one who takes and the one who gives are equal in sin, for the Prophet, peace and blessings be upon him, said: "Indeed, some men plunge into the wealth of Allah without right, and for them is the Fire on the Day of Resurrection." It is permissible to take compensation for the distance actually traveled, and what is not rightfully due must be returned.
