What is the ruling of Islamic law regarding a husband who is capable of working and providing, but relies on his wife to financially support the household and children, claiming that this is "the will of Allah"?

The husband is legally obligated to provide for his wife and children and to secure housing for them. He is responsible for this before Allah, and if he neglects this duty, he is sinful, as the Prophet, peace and blessings be upon him, said: "It is enough sin for a man to neglect those whom he is responsible to feed." The wife is not obligated to spend, but she will be rewarded if she does so. It is not permissible for the husband to abandon work under the pretext of divine decree (qadar); rather, he should counter qadar with qadar, and he must strive to seek sustenance.
