The answer

A person is only accountable for what is within their capacity. Therefore, a mere eye movement, over which a person has no control, incurs no sin. Sin only occurs if one acts upon the implications of what they find within themselves due to this movement, such as abandoning a task they intended to do or proceeding with a task they were hesitant about because of it. This is what the Sharia has forbidden. The mere occurrence of such a thought in the mind is of no consequence unless an action or inaction is built upon it.
