Is the homeowner obligated to pay the blood money (diyyah) and expiation (kaffarah) if the electrician he summoned to work dies as a result of an electrical short circuit, and the electrician was inexperienced? And what is the ruling if the electrician was aware of the danger but ignored it?

If the person invited to work is a competent and sane individual, then the homeowner who invited him is not liable, because he did not coerce him, nor did any transgression occur on his part that would necessitate liability. Ibn Qudamah stated that liability is binding if the one giving the order is a ruler, but if he is not a ruler, there is no liability because he did not coerce him.
