What is the ruling on a woman who committed adultery under the influence of drugs and with the husband's supervision?

If a man or a woman commits zina (fornication/adultery) under the influence of drugs, by their own will, then they incur sin and the hadd (prescribed punishment). However, if it was without their will, then there is no sin and no hadd.

A woman who commits this act by her own choice commits a great sin, and she must perform sincere repentance (tawbah nasuh).

As for the husband who is content with his wife committing zina and drinking alcohol, he is a dayyuth (pimp/cuckold), and he deserves punishment. It is obligatory to seek separation from him unless he repents and rectifies his condition.
