Is it permissible to perform Umrah on behalf of a brother who committed suicide, after the performer of the Umrah has already done so for herself?

The deceased, if he committed suicide, is judged to be a Muslim, and he is under the will of Allah Almighty. He may be encompassed by the mercy of Allah, which embraces all things, and thus be saved by the grace and mercy of Allah. It is permissible to perform 'Umrah on behalf of a deceased Muslim, whether he performed 'Umrah for himself or not, provided that the person performing 'Umrah on his behalf has already performed 'Umrah for himself. Sheikh Ibn 'Uthaymeen, may Allah have mercy on him, was asked: "Is it permissible to perform 'Umrah on behalf of the deceased?" He replied: "It is permissible to perform 'Umrah on behalf of the deceased, just as it is permissible to perform Hajj on his behalf. Likewise, performing Tawaf on his behalf is permissible, and all good deeds are permissible on behalf of the deceased." Therefore, there is no objection to performing 'Umrah on behalf of your brother who committed suicide.
