The answer

So long as the legal marriage contract has not been concluded, the relationship between a suitor and his fiancée is like the relationship between a man and an unmarriageable woman (ajnabiyyah). Therefore, it is not permissible for him to be in seclusion with her or to touch her. However, it is prescribed for him to look at her if he intends to propose to her. As for after the marriage contract is concluded, they are in the position of spouses; seclusion between them becomes permissible, and each of them is allowed to enjoy the other.
