It is permissible to fondle one's wife and enjoy her anus without penetration, because what is forbidden is only penetration into the anus. The jurists have stipulated the permissibility of deriving pleasure from between the buttocks, as long as it does not lead to committing what is forbidden. The use of a condom does not change the ruling. Similarly, it is forbidden to approach a menstruating woman, even with a barrier.
