What is the state's responsibility for financial and moral compensation for its errors during the era of the Prophet, peace and blessings be upon him, and the Caliphs and their successors?

Just as individuals guarantee what they destroy of people's property, so too does the state guarantee what it destroys. This guarantee falls under the saying of Allah the Almighty: "And if you punish [an enemy], then punish with an equivalent of that with which you were afflicted," and the principle "Harm is to be removed." Umar ibn al-Khattab, may Allah be pleased with him, emphasized that rulers must not harm people or seize their wealth, and he ordered retribution against them, physically and financially, if they did so. Umar ibn Abd al-Aziz compensated a man whose crops were destroyed by an army.
