What is the ruling on a fasting woman going to a laser doctor for a session?

Hair removal sessions have no bearing on fasting or breaking the fast. For them to be permissible, it is stipulated that they cause no harm, based on the hadith: "There should be no harm nor reciprocating harm," and that their purpose be legitimate, and that they do not necessitate uncovering the 'awrah unless there is an urgent necessity or a dire need.
