What is the ruling on a woman removing facial hair with a laser and spending vast amounts of money on that, and what is the ruling on doing so in Ramadan?

A woman is permitted to remove facial hair with laser under certain conditions: that it is done by a specialized female doctor, that she is not harmed by the use of the laser, as the Prophet, peace and blessings be upon him, said: "There shall be no harm or reciprocating harm," and that there is no extravagance or waste involved. The ruling remains the same whether in Ramadan or other months.
