Is the questioner considered to be among those present at the Sacred Mosque (Haram) given that he resides between the Miqat (Yalamlam) and Makkah and performs Umrah frequently, and therefore is only required to perform Hajj Ifrad?

The people of Makkah are permitted to perform Umrah followed by Hajj (Tamattu'), and they are not required to offer a sacrifice (Hady), according to Sheikh Al-Shanqeeti. Scholars have differed in defining "those present at the Sacred Mosque" (hadiri al-Masjid al-Haram), and the more likely opinion is that they are those for whom Friday prayer is obligatory in Makkah. So, if you are at a distance that obligates you to attend Friday prayer, then there is no sacrifice due from you for Tamattu'. If you are further away, then it is more cautious to offer a sacrifice.
