Is zakat obligatory on money that has reached double the nisab for a woman who has no provider and does not invest it?

If a woman's zakatable wealth reaches the nisab, zakat becomes obligatory on her annually. If it falls below the nisab, there is no zakat due on it, regardless of whether she works or not, or whether her expenses are covered by someone else or not.
