Is zakat obligatory on land owned by the father, but over which he has given his son full discretion, and the son needs to fence it and enclose it with a wall before disposing of it?

If your father gifted you a piece of land and you intended to sell it, then according to the Hanbalis, zakat (definition) is obligatory on it because it became your property with the intention of trade. However, the Shafi'is do not obligate zakat on it. The more cautious approach is to pay its zakat when you intend to trade with it, by appraising it at the end of each lunar year and paying one-quarter of one-tenth (2.5%) of its value. But if you do not intend to trade with it, such as intending to build on it, or if you are undecided, then no zakat is due on you.
