This is part of the second verse of Surat At-Taghabun, showing that Allah created His servants from nothing, and made some of them disbelievers and some believers. Their faith and disbelief are by His decree and destiny. He granted them the ability and will to obey His commands and avoid His prohibitions, and He is All-Seer of their deeds and will reward each according to what they deserve, as Allah Almighty said: ﴿It is He who created you, then some of you are disbelievers, and some of you are believers. And Allah is Seer of what you do.﴾
