If God knows in advance about the disbeliever before his birth, then why does He create him and then hold him accountable for actions that were written for him?

Allah loves to provide excuses and does not hold His servants accountable merely based on His foreknowledge of what they will do. Rather, He sends messengers and reveals scriptures to establish proof against them. Allah's foreknowledge and the inscription of that in the Preserved Tablet do not contradict the servant's free will and accountability for their deeds. The provision of assistance for human guidance is realized through the sending of messengers and scriptures, the enjoining of good and the forbidding of evil, and the installation of tools of understanding within humans. Delving into the issue of divine decree (Qadar) is perilous. Whoever is content and submits their affairs to Allah tastes the sweetness of faith, and whoever follows the footsteps of Satan will meet with disappointment.
