What is the ruling of Islamic law regarding a soldier's inability to perform Friday Prayer in the mosque due to an official's refusal to grant him permission to go?

The matter of Friday prayer is grave, and failing to attend it without a legitimate Shar'i excuse is a serious offense. Everyone who is obligated to perform it must uphold it. Officials must provide the means for establishing Friday prayer or allow its performance, except for those whose work requires them to remain for guarding or similar duties. Preventing a Muslim from Friday prayer for any other reason is not to be obeyed. If the prevention is due to a work shift, then there is no blame, and the Friday prayer is waived. However, if the prevention is intended to prevent the Friday prayer, the matter must be escalated to the highest authority. If they do not respond, then one must resign and seek another job that enables obedience to Allah.
