Is it permissible to share the remaining amount from the value of meals paid for by the institution with the restaurant owner?

The reference for these issues is the agreed-upon conditions:

- If the institution pays the restaurant the value of two meals for the employee to satisfy his need, and the remainder returns to the institution, then it is not permissible to agree with the restaurant owner to split the remaining amount, because taking from public funds is forbidden.

- However, if the institution grants ownership of the two meals to the employee, then the employee may take what he needs and sell the surplus, because the food has become his property, and he has the right to dispose of it provided the conditions for sale are met, such as taking possession of the sold item. Some scholars have permitted selling a gift of food before taking possession of it.
