Is the recitation of the Qur'an forbidden for one who does not pray, and is it permissible to abandon reciting the Qur'an on that basis?

Prayer is the greatest pillar of Islam after the two declarations of faith (Shahadatayn). The Messenger of Allah, peace and blessings be upon him, said: "Between a servant and disbelief and polytheism is the abandonment of prayer." From one who does not pray, no good deed is accepted. Scholars have gone so far as to state that whoever intentionally abandons prayer is to be killed as an apostate; he is not to be washed, nor shrouded, nor prayed over, nor buried in Muslim cemeteries, nor inherited by his Muslim relatives. The Prophet, peace and blessings be upon him, enjoined prayer in the last moments of his life, saying: "Prayer, prayer, and what your right hands possess." Indeed, prayer is the pillar of Islam, and a Muslim's share of Islam is commensurate with his share of prayer.
