Is it permissible for a woman to issue fatwas on television screens?

Issuing fatwas is a sublime position that only qualified individuals should undertake, because it is an act of signing on behalf of the Lord of the Worlds. Speaking about Allah without knowledge is one of the gravest sins. Maleness is not a prerequisite for issuing fatwas, independent reasoning (ijtihad), teaching, or da'wah (inviting to Islam). Rather, a qualified woman has the right to issue fatwas, teach, and engage in da'wah. Indeed, the Mothers of the Believers and other women from the righteous predecessors were muftiyat (women who issued fatwas) and teachers. It is permissible for a Muslim woman to appear in media to answer questions or deliver lessons, provided she adheres to Islamic guidelines, such as being veiled and qualified.
