What is the ruling on submitting a forged salary certificate or a recommendation for a mosque imam who is not committed to praying in the mosque, in order to obtain marriage assistance from charities?

Forgery is forbidden and a major sin, unless it is for the purpose of reclaiming a legitimate right that cannot be obtained except through forgery. Whoever commits it to obtain what they do not deserve sins in two ways: the sin of forgery, and the sin of taking what is not rightfully theirs. The sin is not lifted by an intention to pay later or by the inability to get married without it. As for endorsing an Imam who does not pray all the prayers in the mosque, it is permissible if the one being endorsed is qualified for endorsement, and if the Imam is just, meaning he refrains from major sins and is cautious of minor ones, and if he has a valid excuse for praying at home and is not accused in his religiosity.
