Is it permissible to combine prayers (Dhuhr and Asr, Maghrib and Isha) due to electricity and water outages in the the area?

It is not permissible to combine prayers due to power outages and water supply interruptions, because there is no hardship in going to the mosque at regular times. Scholars have unanimously agreed on the permissibility of combining prayers at Arafat and Muzdalifah. Most of them also permit combining prayers due to travel, and in residence for an excuse such as rain, fear, or illness. The jurists mentioned that combining prayers is only permissible during travel or in residence for an excuse such as rain, mud, snow, and extreme cold, which involves significant hardship. Power outages and water supply interruptions are not among the excuses that permit combining prayers.
