The first verse invited the disbelievers to reflect and travel through the land, so they might observe the consequences of those who denied [the truth], whereas the disabling of intellects and the following of whims prevent faith, as evidenced by Pharaoh's statement: "{And they rejected them, while their souls were convinced thereof, out of injustice and arrogance}." Al-Sa'di clarified that the intended travel is with the heart and mind, otherwise, blindness of insight is more severe than blindness of sight. In the other verse, Allah clarifies to His Prophet that the disbelievers do not deny him [personally], but rather they reject His signs due to their obstinacy and arrogance. Despite their knowledge of his truthfulness, arrogance prevented them from believing, and this is typically the case for those who disbelieve in messengers.
