Is it permissible to construct a road over graves in order to access another cemetery, knowing that the cemetery is ancient?

The preponderant opinion is that it is permissible to utilize dilapidated graves—those in which the dead have decomposed and no trace of them remains—for all types of utilization: burial, plowing, cultivation, and building roads over them. However, if any trace of the deceased remains therein, such as bones or otherwise, then it is not permissible to build over them, or to walk or sit upon them.
