Given Ibn Mas'ud's fatwa on the obligation of praying in two garments after the death of the Prophet (peace be upon him), due to the change in circumstances and the societal view towards shortening garments, is the ruling on sending down the garment still forbidden to this day?

It has not been authentically reported from Ibn Mas'ud that he mandated praying in two garments. Rather, Al-Iraqi authenticated that the madhhab of Ibn Mas'ud is the permissibility of praying in a single garment that covers the 'awrah, and this is the view of all scholars. However, it is better to pray in two garments because it provides more covering, and the preponderant opinion is that isbal (letting one's garment hang below the ankles) is forbidden.
