Is it permissible to give the old mosque carpets—which have begun to deteriorate—to the homeless and those displaced by war, on the condition that they be returned to the mosque after the crisis ends?

The original ruling is that what has been endowed for the mosque should be spent on its needs. If the mosque no longer needs the carpets, they should be given to another mosque. They should not be given to the poor and needy as long as there are mosques that require them. However, if there are no mosques that need the old carpets, or if it is difficult to transport them to them and there is a fear of damage, then it is permissible to give them to needy and displaced Muslims to fulfill their needs, on the condition that they return them to the mosque when their need ceases. Any surplus from the endowment should be spent on interests that are similar to its original interests or resemble them, such as spending it on other mosques or on the poor among the neighbors. Similarly, if the cloths of the Kaaba are removed, it is permissible to sell them and spend their proceeds in the way of Allah and on the needy.
