The question

Is it permissible for someone who is 50 years old, has been working in a European country for 30 years, has not fasted Ramadan since childhood, and is unable to fast now, to give out one and a half tons of rice as expiation for past years, or what should he do?

The answer

Fasting Ramadan is one of the pillars of Islam, and it is not permissible to intentionally break the fast without a legitimate concession. Whoever has excessively neglected fasting for such a long period must repent sincerely and make up for all the days they missed, as long as they are able to do so. Not being accustomed to fasting is not an excuse; rather, one must strive against their own self to perform it. Feeding the poor is not sufficient as long as one is able to make up the fasts, unless they are ill with an incurable disease, or unable to fast due to a valid religious reason, in which case they should feed one poor person for each day.
