Is his failure to prevent these prohibitions considered a necessity due to the nature of the site, or does the sin fall only on those who shared the prohibited content?

A person is held accountable within the limits of their responsibility and capability. Responsibility varies according to the degree of authority and ability. The owner of a satellite and the creator of a website are responsible for everything displayed on them, and they become partners in sin if they host or permit the display of unlawful content, because they are able to prevent it. As for someone who rents a space or uploads a file, their responsibility does not extend beyond what pertains to them. It is not permissible for a Muslim to aid in harming others or tempting them, for "means have the rulings of their ends." What leads to the forbidden is forbidden, and what cannot be avoided except by abandoning the forbidden is obligatory to abandon, and what is necessary to fulfill an obligation is itself an obligation. If the founder of a website knows that users will publish forbidden content through it and cannot prevent them, then it is not permissible for him to establish it in the first place, based on the Almighty's saying: {And cooperate in righteousness and piety, but do not cooperate in sin and aggression.}
