If the government compensation is a donation, then its conditions must be adhered to, because the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." However, if the compensation is a right of the tenant, then he is permitted to use stratagems to obtain his right, including the use of pretexts (ma'areed), ambiguity (tawriya), and even lying, provided there is no harm to himself or others.
