Is it permissible for someone who is not reassured by a fatwa based on Ibn Taymiyyah's opinion regarding divorce, and inclines towards the opinion of the majority, to perform the الاستخارة (Istikhara) prayer, and what is its formula?

It is not permissible to act upon a fatwa that one's soul is not comfortable with its correctness, due to the saying of the Prophet, peace and blessings be upon him: "Consult your heart, even if people give you a fatwa and give you a fatwa." So, one must first consult oneself, and the mufti's fatwa will not absolve him before God if he knows that the matter inwardly is contrary to what he was advised. If he does not trust the mufti, he should ask someone else until he feels comfortable; otherwise, he should fear God as much as he can. Istikhara (seeking guidance from God) is not prescribed in this situation.
