Is it permissible to profit from TikTok videos that include singing and characters, when necessary, if there is no provider or other means to obtain basic necessities?

It is permissible to profit from TikTok videos or others if their content is permissible. As for prohibited content, such as prohibited singing, it is not permissible to publish it or earn from it; because when Allah prohibits something, He prohibits its price, based on the hadith: "May Allah curse the Jews, for fat was made unlawful for them, yet they sold it and consumed its price. Indeed, when Allah, the Mighty and Majestic, makes the consumption of something unlawful, He also makes its price unlawful." Financial need does not justify engaging in prohibited work; rather, one must seek a permissible path, for Allah Almighty says: "And whoever fears Allah – He will make for him a way out And will provide for him from where he does not expect." However, if you are compelled to do this prohibited work and cannot find anything to spend after searching, then it is permissible for you until you find another permissible job, while diligently seeking and striving to obtain what is lawful.
