The Hadith mentioned in the question is weak and unsound. It was narrated by Ibn Asakir in "Tarikh Dimashq" from the Prophet, peace and blessings be upon him: "Whoever comes to Jumu'ah while the Imam is delivering the khutbah, it will be considered as Dhuhr for him." As for the ruling on the matter, it is obligatory for anyone on whom Jumu'ah prayer is incumbent to hasten to it immediately upon the second call (adhan), and attending the khutbah is obligatory. If someone comes to Jumu'ah while the Imam is delivering the khutbah, and their delay was due to a valid excuse, there is no sin upon them. However, if it was without a valid excuse, they have sinned, but their Jumu'ah is valid, based on the saying of Allah the Almighty: (O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah, then proceed to the remembrance of Allah). And the remembrance of Allah here refers to the khutbah. Whoever delays or does not listen attentively to the khutbah will be deprived of the reward of Jumu'ah.
