It is permissible for the one with an excuse to pray Dhuhr after its time has begun, but it is better for him, if he hopes for his excuse to cease, to wait until people finish Jumu'ah. As for one who does not hope for their excuse to cease, like a woman, prayer at the beginning of the time is better.
