Is it permissible to give zakat on sheep to the poor father of a partner?

If the poor son mentioned is able to support himself, then it is not permissible to give him from your livestock's zakat, because he is considered wealthy due to his son's wealth. However, if his son is unable to support him, then there is no harm in that, and it does not prevent a portion of the zakat being his son's zakat due to his inability. Some scholars have explicitly stated the permissibility of paying zakat in this situation.

Scholars have unanimously agreed on the impermissibility of paying zakat to parents if their maintenance is obligatory upon the payer, because that would enrich them and relieve him of their maintenance, thus the benefit would revert to him, like one who pays it to himself. However, if their maintenance is not obligatory upon him, then it is permissible to pay zakat to the poor parent, because in that case, he is like a stranger.
