What is the ruling on accusing someone who missed Fajr prayer of hypocrisy, and is that permissible, given his intention to perform the prayer and his being overcome by sleep?

One who misses a prayer due to being overcome by sleep is not sinful, and it is not permissible to describe him as a hypocrite. The Prophet, peace and blessings be upon him, said: "There is no negligence in sleep; negligence is only upon one who leaves a prayer until the time of the next prayer enters." Therefore, one who is overcome by sleep should be advised to take precautions, and it should be clarified that it is not permissible to curse a Muslim or describe him as a hypocrite.
