What are the regulations for incorporating parts of Quranic verses, or entire verses, or prophetic hadiths into poetry, and what is the ruling on anasheeds (Islamic chants) that include such elements, especially if they involve prohibited musical instruments or sound effects that imitate them, or include beating on drums?

Quotation (Iqtibas) is the inclusion of a verse or part of a verse, or part of a Hadith (definition) into speech without attributing it. It is permissible if the intended meaning is beneficial, but forbidden in amorous poetry, jesting, or methods that contravene creed. Sheikh Izz al-Din ibn Abd al-Salam permitted it, citing its occurrence from the Prophet (peace be upon him), Abu Bakr, and Ibn Umar. Qadi Abu Bakr al-Maliki considered it reprehensible in poetry but permissible in prose. As for Sharaf Ismail ibn al-Muqri al-Yamani, he stated that what is used in sermons, admonitions, and praise is acceptable, even in poetry. He divided Iqtibas into acceptable (in sermons and admonitions), permissible (in speech, letters, and stories), and rejected (what is attributed to God as if from oneself, or contains a jesting meaning). If a writer or poet quotes from the Qur'an, this passage does not take on the ruling of the Qur'an in terms of the obligation of its Tajwid (proper recitation) and reverence. As for prohibited musical instruments, it is absolutely impermissible to use them, listen to them, or dance to them. Songs accompanied by them are forbidden, even if they are in praise of the Prophet (peace be upon him). It is permissible to listen to anasheed (chants) that are free from music or any call to the unlawful. The use of the daff (tambourine) is permissible for women, according to the preponderant opinion, without any objectionable elements, though there is a difference of opinion regarding the condition of its use only at weddings.
