Is it permissible to obtain a regularization of status (exemption from national service) in exchange for a sum of money?

If officials are procrastinating in completing a transaction and a right cannot be obtained except by paying an amount, then there is no objection to paying it. This is not considered a forbidden bribe on the part of the payer, but rather on the part of the taker. The forbidden bribe is that by which falsehood is established or truth is invalidated. As for what is given to establish a right or remove harm, it is not a bribe for the payer.
