Is it permissible for a student to break their fast in Ramadan, shorten prayers, and combine them during practical training outside their city or country?

If a traveler intends to stay for four days or more in the city he traveled to, he is not permitted to break his fast in Ramadan, nor to shorten the four-rak'ah prayers or combine them, as the ruling of travel is lifted from him. However, if he intends to stay for less than four days, or has no specific intention due to indecision, then he is allowed to avail himself of the concessions of travel.
