Is continuous and actual flatulence during ablution and prayer, which has been occurring for five years, considered سلس (incontinence), and what is its legal ruling?

If the emission of wind is continuous, such that it does not cease for a time sufficient for you to purify yourself and pray before the prayer's time expires, then you fall under the ruling of one afflicted with perpetual impurity (sahib al-salas). In this case, you must perform ablution for each prayer after its time has begun, and you pray even if wind is emitted from you. However, if there is a time when the emission of wind stops, then you must delay the prayer until that time, even if it means missing the congregational prayer.
