Is the statement: "So, affirm with certainty in your heart and be assured of the world's coming into existence after non-existence; He brought it into being not out of need, and had He willed to leave it, He would not have initiated its creation" correct, and are there any doctrinal concerns in it?

All creation is dependent on Him for their existence, their preparation, their sustenance, the warding off of misfortunes from them, their upbringing, their guidance, and their instruction.
3. Allah's Action by Choice: Allah Almighty creates by His will and choice, not out of inherent necessity. Had He willed, He would not have created the world. Indeed, He is "the Doer of what He intends" and "He creates what He wills and chooses."
