Sheikh Ibn Uthaymeen clarified that traveling to the lands of the disbelievers is forbidden except under three conditions: possessing knowledge to repel doubts, possessing religious commitment to protect against desires, and having a need for it, such as seeking knowledge that is unavailable elsewhere, or treatment for an illness, or necessary trade.
