Man is responsible for his time and money. He must spend his time on what benefits him in his religious and worldly affairs, and not on what Allah has forbidden. Traveling for leisure and tourism is permissible if it is free from forbidden things like drinking alcohol and fornication, provided that it is to Muslim countries. As for traveling to non-Muslim countries, it is not permissible merely for recreation, even if one is confident of avoiding forbidden acts, due to the difficulty of remaining safe there and the prevalence of temptations.
