What is the Shar'i ruling regarding a group of women stopping to help a young man injured in a traffic accident, and offering him assistance with water or a phone, and is it forbidden for a woman to drive a car alone for such situations?

Assisting a road accident victim is permissible and encouraged, with Islamic legal stipulations, and may become obligatory if it is incumbent upon them. They should contact medical authorities. It is permissible to give him water or a mobile phone, and it may be obligatory to rescue him from perdition. It is permissible to treat him if they are knowledgeable in medicine, even if it requires touching him out of necessity, following the example of the female Companions during battles.
