Is it permissible, in Islamic law, to demand the apartment and the car back after they have been registered in the wife's name, especially since the wife is seeking a divorce after the deterioration of financial circumstances?

It is advisable to resolve marital disputes and involve well-intentioned mediators before resorting to divorce, as it is the most hateful of lawful things to Allah. It is forbidden for a woman to seek divorce without a legitimate religious reason, as the Prophet (peace and blessings be upon him) said: "Any woman who asks her husband for divorce without a sound reason, the scent of Paradise will be forbidden to her." However, if a woman fears falling short in her duties towards her husband due to his bad character or old age, she is permitted to seek khul' (divorce at the wife's instance) by paying him compensation, based on the verse: "But if you fear that they will not uphold the limits of Allah, then there is no blame upon them for what she gives up to free herself." If the dispute continues and the wife is not harmed by remaining, the husband may refrain from divorcing her until she returns the dower and gifts to him, including the apartment and the car.
