Is the method mentioned, which the questioner related from Ibn Jibreen - may Allah have mercy on him - for treating the evil eye, envy, and sorcery by reciting specific verses seven times into water, then drinking and washing with it three times daily for three days, correct, or is it considered an innovation (bid'ah)?

There is no evidence to attribute this ruqyah (exorcism/healing through prayer) to Sheikh Ibn Jibreen; this can be verified through his website or his students. As for ruqyah with Quranic verses, it is legitimate and not an innovation (bid’ah), as indicated by the Prophet's (peace be upon him) saying: "Treat her with the Book of Allah." Furthermore, reciting (Quran) into water, drinking from it, and bathing with it are permissible. However, repeating chapters seven times and repeating the ruqyah three times daily is not substantiated in the Sunnah. Nevertheless, what has been proven beneficial through experience is permissible, as long as it does not involve shirk (polytheism), as indicated by the hadith: "There is no harm in ruqyah as long as it does not involve shirk." This is also supported by the proven experience of some Companions with ruqyah using Surat Al-Fatihah.
