What is the ruling of the Sharia on the municipal branch head taking five dinars in exchange for bringing individuals' money from the bank, whether with or without their consent?

It is not permissible to take anyone's money without entitlement, except with their willing consent, as the Prophet (peace and blessings be upon him) said: "Indeed, the property of a Muslim is not lawful except with his willing consent," and "The whole of a Muslim for another Muslim is sacred: his blood, his property, and his honor." So, whoever takes another's money unlawfully will meet Allah while He is angry with him.

Therefore, it is not permissible for the head of the municipal branch to take people's money except with their permission. If they are working voluntarily and do not receive salaries, they can agree with the owners of the money to take a sum as a fee. Whoever agrees to this, then so be it. But whoever refuses, they should not take his money from the bank; rather, they should let him collect it himself.
