What is the ruling on sending da'wah (Islamic propagation) video clips about the situation of Muslims in Syria, in which images of women appear showing their faces, hands, and part of their forearms, with the intention of awakening Muslims, knowing that the clip may reach non-mahrams?

The 'awrah of a woman, according to the general consensus of scholars, is everything except her face and hands. Ibn Hazm and Ibn Al-Qattan stated that jurists agree that the hair and body of a free woman—except for her face and hands—are 'awrah. The Fiqh Encyclopedia mentions that the 'awrah of a woman, which she must conceal from non-mahram men, is her entire body except for her face and hands. Therefore, do not send clips that show any part of women's 'awrah, as noble goals can be achieved through other means that do not display 'awrah.
