Does using a razor to remove scattered hair—only—around the eyebrows, without thinning or changing the shape, count as namṣ (plucking/shaping eyebrows)?

The hair of the eyebrow is the hair that grows on the bone above the eye. This definition includes hair connected or disconnected from the original eyebrow, as long as it grows in the area of the eyebrow bone. Removing this hair with a razor is a matter of scholarly dispute as to whether it is considered namṣ (plucking) or not. It is more preferable not to remove it. Sheikh Ibn Uthaymeen mentioned that thinning the eyebrows by plucking is forbidden and a major sin, while doing so by trimming or shaving is a matter of dispute, and it is more preferable to avoid it.
