What is the ruling on a person with obsessive-compulsive disorder plucking their eyebrows and eyelashes, and what is the ruling on drawing the eyebrows with an eyeliner pencil or tattooing them, and applying kohl or eyeliner to the eyes because of this condition?

If a woman who plucks her eyelashes and eyebrow hair is overcome by obsessive whispers (waswas), then there is no sin upon her due to the loss of religious accountability (taklif). It is permissible for her to draw her eyebrows with a pen to remove disfigurement, but tattooing (washaam) as commonly known is not permissible. However, if the tattooing is done with a laser for treatment, then there is no harm in it. Applying kohl to the eyes is permissible, but scholars have differed on the permissibility of a woman going out with kohl in front of people.
