Is the ruling on permanent kohl eyeliner and henna for eyebrows (for two weeks) unlawful (haram)? And are cosmetic procedures to reduce lip size, or to implant sparse hair at the front of the head, or to implant eyebrows unlawful (haram)?

There is no harm in permanently applying kohl to the eyes, as long as it does not form a layer that prevents water from reaching the skin, in which case it must be removed for ritual purification (tahara). It is permissible to draw eyebrows with henna, unless it is for a forbidden purpose such as deception. As for hair transplantation (for the head or eyebrows) and lip augmentation surgeries, they are permissible if they are to remove a noticeable disfigurement, but not permissible if they are for increasing beauty.
